The clarification from the government came after the HC raised a few questions regarding the responsibilities of the state in the probe while considering the bail pleas of Tenny Joppan and Shalu Menon, the accused in the case.
Meanwhile, the government requested the High Court not to grant bail to Shalu as the investigation team has to race the money acquired through fraudulent deals and the government has to find out its sources.
The government informed the court that bail can be granted to Joppen, former personal staff of Chief Minister Oommen Chandy who was arrested for using the CM's office for fraud, with stringent conditions.
