According to the permanent parliamentary committee on transport and tourism, compared to other states, road construction and development is lagging in Kerala by a decade.

The committee also went on to say that the state government was not sincere in the upkeep of roads in the state and added that the public cannot be blamed for not paying tolls. The report is to be tabled in the parliament on Tuesday.

The report says that while the central government was providing paltry sums for the upkeep of national highways, the state government was not sincere in taking up maintenance of roads. If the government was not interested in initiating a collaboration between private and public entities for the development of roads, it needs to invest its own money into such projects. Further, it was also pointed out that the problems involved in acquiring land was also hindering development of roads. The state was also advised to not to be influenced by the wealthy and the influential when deciding on the alignment of roads. The report also said that compensation levels that are applicable nationally cannot be applied to Kerala because of population density and the valuable agriculture.

The report also faulted national agencies for not focussing on the upkeep of national highways especially when the state receives a lot of rain. The report also called for the urgent implementation of a national waterway to de-congest highways and roadways.
